The Hertfordshire Pension Fund is part of the Local Government Pension Scheme (LGPS) and administered by Hertfordshire County Council. With 123,922 members, 529 employers, and £6.25 billion in assets, we are a cornerstone of financial security for thousands of public sector employees across the county. The Fund is entering an exciting new chapter. Currently part of the ACCESS pool, we are preparing to transition to Border to Coast Pensions Partnership (BCPP) by April 2026. This move aligns with national LGPS pooling requirements and will open access to a broader range of investment opportunities, enhanced governance, and collaboration with one of the UK’s largest asset pools.

We partner with Local Pensions Partnership Administration (LPPA) to deliver administration services to members and employers, and work closely with our actuaries, Barnett Waddingham, and investment consultant, Mercer, to achieve our mission. The current post holder will retire at the end of March after many years of dedicated service and so this creates an exciting opportunity for a talented individual to join us and play a key role in shaping the Fund’s future.
We are seeking a strategic leader with experience in setting, directing, and implementing successful strategy to lead the Fund. Our people are crucial to our success, so you must have strong people management skills and the ability to work with a variety of stakeholders, tailoring your communication style to different audiences. Building effective relationships both within and beyond the organisation and preparing for collaboration with our future Border to Coast partners will be essential. You will also need to lead and inspire your Management Team to take the organisation to the next level.

Head of Pensions Opportunity

As Head of Pensions, you will lead the strategic, operational, and governance functions of the Hertfordshire Pension Fund, covering both the Local Government Pension Scheme (LGPS) and Firefighters’ Pension Schemes. Reporting to the Director of Finance, you will act as the Fund’s lead officer, providing expert advice to elected members and senior officers on complex pension matters.
You will play a pivotal role in shaping the Fund’s long-term investment and funding strategies, ensuring compliance with statutory obligations and delivering high-quality pension services. A major focus will be managing the transition of assets to the investment pool, working collaboratively with Border to Coast and other pool partners to influence strategy and governance. You will also oversee key priorities such as the McCloud remedy, ESG integration, and progress towards Net Zero.
Your responsibilities will span governance, risk management, and operational oversight, including managing the pensions administration contract with Local Pensions Partnership Administration (LPPA) and driving continuous improvement and digital transformation. You will support the Pension Committee and Local Pension Board in fulfilling their oversight roles, ensuring decisions are well-informed and transparent.
This role demands a confident, strategic leader with extensive experience in public sector pensions, strong stakeholder engagement skills, and the ability to navigate complex regulatory frameworks. While a CCAB or PMI qualification is desirable, we welcome applications from candidates with proven expertise in any of the core areas of pensions - investments, administration, or governance.

Responsibilities and Oversight
Each LGPS has an administering authority. For Hertfordshire Pension Fund the administering authority is Hertfordshire County Council. It is responsible for managing and administering the LGPS in relation to its members. The administering authority is also responsible for maintaining and investing its own fund for the LGPS.
Where the administering authority is also the local authority (like for Hertfordshire Pension Fund) it is not possible for certain decisions to be an executive decision. This means in practice that decisions about pensions are delegated in accordance with Section 101 of the Local Government Act 1972 Act to:
- Pension Committee made up of the administering authorities’ councillors (from all political groups), and/or
- Administering authority officers (sections 151 officer and officers with appropriate delegations).
The LGPS Regulations and the Public Service Pensions Act 2013 require that each LGPS Pension Fund establishes a local pension board. This requirement has been in place since 1 April 2015.
The local pension board has responsibility for assisting the administering authority in the effective and efficient governance and administration of the Scheme, as well as ensuring compliance with:
- The Scheme regulations
- Any other legislation relating to the governance and administration of the Scheme and any connected scheme.
- Any requirements imposed by the Pensions Regulator in relation to the Scheme and any connected scheme.
A local pension board must be made of up of equal numbers of employer and member representatives (with a minimum of four representatives).
