Assistant Director, Commissioning, Partnerships & Provision
Location: West Offices, York / Hybrid working
Salary: £86,537 – £95,898 plus benefits and relocation support
Term: Full time / Permanent
This is a pivotal leadership role at the heart of shaping and delivering high-quality care and support services across the city. As Assistant Director, Commissioning, Partnerships & Provision, you will lead the development and delivery of a sustainable, responsive and diverse care market, ensuring the right services are in place to meet the needs of children, adults and families both now and in the future.
With a strong focus on market development and provider management, you will work closely with partners across the health and care system to influence, enable and strengthen provision across the independent, voluntary and community sectors. You will also lead the council’s in-house provider services, ensuring they are high performing, compliant and delivering excellent outcomes for residents. The role has elements of housing and will involve working across internal and external partnerships and does not include procurement.
Operating at system level, you will drive forward a more integrated, community-led approach to care, promoting early intervention, prevention and independence. Central to the role is a commitment to co-production, ensuring the voice and lived experience of resident’s shape how services are designed, commissioned and delivered.
This is a highly visible and impactful position, requiring strong leadership, commercial acumen and the ability to deliver meaningful change in a complex and financially challenging environment. You will play a key role in ensuring services are not only effective and sustainable, but also person-centred, innovative and focused on improving outcomes for the most vulnerable in our communities.
The posts are subject to an Enhanced DBS Check given the nature of the role and the Council’s duties. A candidate must satisfy this clearance, as well as the eligibility to work in the UK and other routine pre-employment checks.
The positions are classified as politically restricted posts under the Local Government and Housing Act 1989. This means that the postholder is disqualified from holding political office (e.g. cannot be an MP or councillor) and from certain political activities to ensure impartiality.

This is a unique opportunity to lead and deliver ambitious, transformational change across Adult Social Care and Health Integration. As Assistant Director, Adult Social Care Improvement, you will play a central role in strengthening strategic capacity, driving performance, and embedding a culture of continuous improvement across services.
Working closely with the Corporate Director, Director of Finance, and wider senior leadership team, you will lead a high-profile transformation programme designed to address increasing demand, financial pressures, and evolving regulatory expectations. You will be responsible for developing and delivering innovative, outcome-focused models of care that improve quality, efficiency, and the experiences of residents.
This role requires a collaborative and system-led approach. You will work across organisational boundaries with internal services, health partners, and regional and national stakeholders to co-design and implement sustainable solutions. A key focus will be on strengthening practice, embedding performance and quality assurance frameworks, and fostering an environment where staff are supported to innovate and perform at their best.
As a visible and influential leader, you will drive change at pace, ensuring programmes are well-governed, evidence-based, and deliver measurable financial and service benefits. You will also champion strengths-based and community-led approaches that promote independence, resilience, and better outcomes for individuals and communities.
