This is one of the most significant leadership opportunities in local government today.

Three years on from Local Government Reorganisation, North Yorkshire Council is firmly established. The foundations are built, our governance is embedded, our teams are united, and we are delivering the benefits that reorganisation promised. We are now looking for a Chief Executive who can build on that success and lead us through the next phase of our journey.

Established in April 2023 following Local Government Reorganisation, we serve 640,000 residents across England's largest county, bringing together a rich mix of coastal communities, rural areas, national parks, market towns and growing economic centres.

Our Council Plan 2026 to 2030 sets out a clear vision:

About the Role

Chief Executive

Salary: 205,749 to 224,986 plus relocation support, plus returning officer allowances
Location: Northallerton, North Yorkshire


This is a role of national significance.

As Chief Executive and Head of Paid Service, you will provide strategic leadership for one of the country's largest and most diverse local authorities.

Working closely with elected Members, the Corporate Leadership Team, partners and the York and North Yorkshire Combined Authority, you will lead the delivery of the Council Plan, champion the interests of North Yorkshire and secure the investment, influence and partnerships needed to support long-term prosperity.

You will:

  • Lead and inspire a high-performing organisation serving 640,000 residents.
  • Provide strategic advice and support to Members.
  • Drive continuous improvement and innovation across all council services.
  • Build strong partnerships locally, regionally and nationally.
  • Secure investment, growth and opportunity for North Yorkshire.
  • Ensure strong governance, financial sustainability and organisational effectiveness.
  • Represent North Yorkshire at the highest levels across local government, business, health, public services and government.
  • Provide leadership to the council's companies and wider group arrangements.

Leadership for the Next Chapter

Our next Chief Executive will lead the next stage of North Yorkshire Council's journey, shaping the culture, capability and ambition of one of the country's largest and most distinctive councils.

We are looking for an exceptional organisational and civic leader who can create clarity in complexity, unite people behind a shared purpose and turn ambition into meaningful delivery. Someone who combines confidence with humility, values challenge and collaboration, and empowers others to succeed.

Success in this role will require the ability to lead change while maintaining excellent services, build and develop a high-performing leadership team, and foster a culture of openness, accountability and continuous improvement. You will understand that lasting transformation is driven not only by structures and systems, but by people, behaviours and shared values.

Working closely with elected members, partners and communities, you will lead with integrity, sound judgement and a strong understanding of place. You will be equally focused on North Yorkshire's long-term future and the everyday experiences of residents today.

Above all, we are seeking a leader who measures success not by personal influence, but by the strength, confidence and effectiveness of the people and organisation they help to build. We are not simply looking for someone to run a large council. We are looking for someone who can help us create an outstanding one.
