About the role
Assistant Director of Housing
Salary: £86,537 – £95,898 plus benefits and relocation support
Location: West Offices York (minimum 3 days per week) / Hybrid working
Contract: Full-time / Permanent
Housing is central to York's future success, and this role sits at the heart of one of the council's most significant improvement and transformation agendas.
As Assistant Director of Housing, you will provide strategic and operational leadership for a broad portfolio including housing delivery, homelessness services, housing options, temporary accommodation, resettlement, landlord services, private sector housing, housing standards, adaptations and responsive repairs. You will also lead the council's landlord function, managing approximately 7,430 homes and a large, diverse workforce delivering services that support thousands of residents every day.
This is a role with genuine breadth and influence. From preventing homelessness and improving neighbourhoods to delivering new homes and improving existing housing services, you will be responsible for driving performance, strengthening accountability and ensuring housing contributes fully to the council's wider ambitions for the city.
Working closely with colleagues, elected members, partners and communities, you will lead the next phase of service improvement, identifying opportunities to redesign services, improve processes and embed a culture focused on outcomes and continuous improvement.
The role also provides an opportunity to lead the next phase of the council's regulatory improvement journey. Following the Regulator of Social Housing's April 2026 judgement, you will provide visible leadership for consumer regulation, governance, assurance and landlord services, overseeing improvement plans and ensuring residents continue to receive safe, high-quality and responsive services.
We are looking for an experienced housing leader with a track record of delivering transformation, improving services and building high-performing teams. You will bring strong operational credibility, a focus on delivery and the ability to lead successfully within a political environment. Whether you are already operating at Assistant Director level or are an exceptional Head of Service ready to step up, you will be a visible, collaborative leader who is committed to achieving excellent outcomes for residents and tenants.
For the right candidate, this is a rare opportunity to lead one of York's most important improvement agendas and help shape both the future of housing services and the future of the city itself.
