Be Part of YPO’s Senior Leadership Journey
Pioneer public sector procurement; Do the right thing; Give your career fresh perspective; Embrace creativity; Make a difference
Executive Director - Finance & Resources
Head of IT
Welcome from Simon Hill, Managing Director
As Managing Director, I’m delighted that you’re exploring this opportunity at such a pivotal moment in our organisation’s journey. Following our 50th anniversary, we are looking firmly to the future, one defined by major transformation across the procurement landscape, new legislation through the Procurement Act 2023, and an ambitious evolution of our own services, culture, and capability.
As a 100% publicly owned organisation, owned by 13 local authorities, we are proud to return financial dividends directly into the public sector, helping fund vital frontline services. Our commercial strength enables us to operate competitively at pace and scale, while staying rooted in public value and social impact. This balance is what makes YPO a uniquely rewarding place to lead.
As a public sector buying organisation YPO has always been driven by a clear purpose: putting people at the heart of public buying. Today, that means embracing digital tools to enhance the way we serve customers, strengthening partnerships with suppliers, and ensuring sustainability remains central to how we operate as we work towards achieving operational net zero by 2038.
Against this backdrop, we are recruiting two senior roles that will shape the next chapter of our development.
As Executive Director – Finance & Resources, you will lead our financial strategy, ensuring strong governance, commercial performance, and long‑term sustainability. You will play a critical role on the YPO Board, guiding organisational direction, overseeing financial planning and risk, and shaping business performance. This high‑impact and highly visible role spans financial leadership, governance, legal, IT, and business change/ business intelligence. You will oversee financial planning, risk management and organisational performance, while ensuring that YPO’s systems, data, and corporate service functions enable innovation, insight, and effective decision‑making. This is a pivotal opportunity for a credible, forward‑thinking leader who can bring strategic clarity, build confidence, and drive organisational excellence across a diverse and influential portfolio.
As Head of IT, you will drive our digital ambition and ensure our technology, systems, and people are equipped to deliver it. This means working strategically with leaders across YPO and partner organisations, while remaining close to operational delivery to help teams succeed day‑to‑day. We are looking for an inspiring leader with the resilience, vision, and collaborative approach needed to deliver modern, effective, and future‑ready IT services. Whether your background is public or private sector, what matters most is your ability to operate at scale and lead meaningful change.
These roles are not typical public sector appointments. They offer the pace, innovation, and commercial challenge of a competitive market environment, combined with the sense of purpose that comes from delivering services that benefit communities. You will join talented, committed colleagues working in an organisation with strong values, clear ambition, and a genuine desire to make a difference.
If you’re ready to play a central role in shaping YPO’s next chapter, while advancing your own leadership journey, we look forward to receiving your application. After an initial discussion with our recruitment partners at The Resourcing Solution, I would be pleased to speak with those who wish to learn more.
YPO is committed to eliminating discrimination and encouraging a diverse, inclusive workforce where every colleague feels respected and able to give their best.

About YPO
Who We Are
Established in 1974, YPO now has more than 50 years’ experience supporting the public sector and giving back to the communities we serve. Just over five decades ago, 13 local authorities joined together to combine their buying power and achieve greater efficiency. That collaboration became the foundation of YPO as it exists today: a trusted, purpose‑driven organisation delivering exceptional value for money across the UK.
Today, we supply products and services to a broad and diverse customer base, including:
- Schools
- Local authorities
- Emergency services
- Charities and voluntary organisations
- The wider public sector
- Nurseries, care homes and other businesses
This scale, combined with our public‑sector heritage, gives us a unique position in the market.
YPO is 100% publicly owned by our 13 member authorities. This ownership model underpins everything we do.
It means:
- We operate commercially and competitively
- Our profits are returned directly to the public sector
- We deliver genuine value and measurable social impact
- Every decision we make is rooted in public benefit, not shareholder gain
This creates an organisation that is both commercially agile and purpose‑driven, providing public bodies with confidence, consistency and exceptional value.
In 2024, we proudly celebrated our 50th anniversary, marking half a century of innovation, collaboration and progress in public procurement. Our anniversary year focused on three core themes that have shaped our identity:
✔ Sustainability
Embedding environmental responsibility into our operations, frameworks and supply chain, while progressing towards our target of achieving operational net zero by 2038.
✔ Digital Transformation
Investing in technology, data, and modern systems to improve customer experience, strengthen resilience, and future‑proof our organisation.
✔ Collaboration
Working with customers, suppliers and public sector partners to develop solutions that meet local needs and national objectives.
These themes reflect our past achievements and guide our future direction.
We believe that every penny counts, and that public money should create meaningful outcomes for communities.
Our social value commitments are reflected in:
- Raising over £100,000 for the NSPCC through sales of YPO‑branded products
- Supporting children’s health, activity and wellbeing through our partnership with the Brownlee Foundation
- Improving access to education through collaboration with the Twinkl Community Collection
- Championing SMEs and local businesses through our supply chain
- Collaborating with other public sector buying organisations to deliver greater efficiency and value for money
Social value isn’t an add‑on at YPO — it is a core principle that guides our work every day.
Between 2021–2025, YPO returned £14 million to member authorities, directly supporting vital frontline services.
In real terms, this contributed the equivalent of:
- Over 5 million free school meals
- Nearly 500 police officers
- Around 600 teaching assistants
- More than 1,000 accessible social housing units
We aim to more than double this impact in the years ahead, further strengthening the public services our communities rely on.
YPO offers one of the UK's most comprehensive ranges of procurement solutions, including:
- Thousands of products for education, public sector and commercial customers
- A wide range of frameworks and procurement categories tailored to specific needs
- Dedicated expertise to support compliant, efficient and cost‑effective procurement
- A partnership approach that ensures customers achieve the outcomes that matter most
We work collaboratively with suppliers to drive quality, sustainability and innovation throughout our supply chain.
YPO is in a period of significant transformation. As the procurement landscape evolves — shaped by the Procurement Act 2023, technological change and rising customer expectations — we are modernising every aspect of our organisation.
Our priorities include:
- Delivering long‑term digital transformation
- Embedding sustainability across operations and supply chains
- Strengthening our commercial capabilities
- Enhancing customer experience through modern, data‑driven services
- Remaining agile and competitive in a fast‑moving market
This ensures we continue to deliver outstanding value for money — today and for the next 50 years.
- A commercial organisation with a clear public purpose
- Owned by 13 local authorities; profits reinvested into communities
- Over 50 years of expertise in public procurement
- A broad and diverse customer base
- A strong national reputation for value, compliance and service
- A commitment to sustainability, digital innovation and social value
YPO is large enough to operate with scale and ambition, and agile enough to adapt quickly.
