There is much to celebrate with our housing service. It has earned a strong reputation for delivering customer focused services whilst embracing innovation and continuous improvement. In February 2025, we achieved a C1 Consumer Grade from the Regulator of Social Housing, placing us amongst the first local authority landlords in the country to secure the regulator's highest rating. This achievement reflects the dedication of our teams, the strength of our governance arrangements and our unwavering commitment to excellent outcomes for tenants and residents.
Alongside this, the service has gained national recognition for its achievements, including receiving a Silver Award at the LGA Awards for recognition as Best Medium Team of the Year and has also been shortlisted for several other awards. These accolades reflect our strong culture of collaboration, innovation and pride in our service delivery. Perhaps most importantly, they show what a positive difference our teams make, with tenant engagement continuing to grow and residents playing an increasingly important role in the design and improvement of services.
This is a pivotal time to join us. Local Government Reorganisation is creating a once in a generation chance to help redefine the delivery of local public services. Subject to Parliamentary approval, the Council will become part of a new unitary authority bringing together Chorley, South Ribble and West Lancashire. As we embark on this transformational journey, housing will remain a critical strategic function. As the only one of the three councils currently operating a Housing Revenue Account, the Council is uniquely positioned, and I anticipate the successful candidate will play a key role in supporting the development of housing services across a significantly larger organisation.
This role encompasses a broad portfolio extending beyond traditional housing management to include homelessness services, repairs and maintenance, strategic housing, asset investment, property compliance, facilities management, corporate buildings and commercial assets. It is a highly visible leadership position with substantial responsibility both within the Council and across the wider housing and local government sector.
Looking ahead, we have ambitious plans. We manage almost 6,000 homes and have bold aspirations for regeneration, investment, new housing delivery, shared ownership opportunities and sustainability. Our commitment to achieving EPC C standards across our housing stock by 2030, alongside wider development and regeneration programmes, presents a significant agenda for the years ahead. You will inherit a high performing service and have the scope to lead its next phase of development at a defining moment in its journey.

Assistant Director of Housing

We are seeking an exceptional and strategic housing leader to join our Corporate Management Team as Assistant Director of Housing.
This is a high-profile leadership role with responsibility for the Council's Housing Revenue Account (HRA), housing services, homelessness provision, asset management, regeneration, compliance, estates, facilities, commercial assets and housing strategy.
Reporting directly to the Director of Housing and Environment, you will provide visible leadership across a significant service portfolio, ensuring excellent services for residents while driving performance, regulatory compliance, innovation and continuous improvement.
This is an exciting opportunity to play a pivotal role in shaping housing services across West Lancashire, leading major investment programmes, supporting corporate objectives and ensuring the Council continues to deliver safe, high-quality homes and communities.
As Assistant Director of Housing, you will:
- Lead and manage the Council's Housing Revenue Account (HRA), ensuring statutory and regulatory compliance across all housing functions.
- Drive the development and delivery of housing strategies, regeneration programmes and long-term investment plans for the Council's housing stock and corporate assets.
- Provide strategic leadership for housing services, homelessness prevention, asset management, estates, facilities and commercial property functions.
- Lead the development of capital programmes, new-build housing projects and investment strategies that support the Council's long-term ambitions.
- Ensure compliance with consumer standards, building safety requirements, the Housing Ombudsman Code and all relevant housing regulations.
- Drive customer-focused service transformation, digital innovation and operational improvement across housing services.
- Lead on HRA business planning, budget setting and financial performance, ensuring value for money and strong commercial decision-making.
- Prepare and present reports to committees, management teams and elected Members, providing expert strategic advice and guidance.
- Build strong partnerships with residents, regulators, elected Members, public sector organisations and external stakeholders.
- Act as a member of the Corporate Management Team and deputise for the Director of Housing and Environment when required.
You will play a critical role in delivering the Council's corporate priorities, ensuring strong governance, effective risk management and high-performing housing services that make a positive difference to residents and communities.
You will be an experienced senior housing professional with a strong track record of leadership, strategic delivery and service transformation. You will bring:
- Degree-level education and significant senior-level housing leadership experience.
- A relevant Housing Management qualification (Level 5 or equivalent) or willingness to undertake additional housing management training.
- Extensive knowledge of housing services, housing regulation, consumer standards, building safety and compliance requirements.
- Experience of leading large, complex housing operations, including responsibility for significant capital and revenue budgets.
- Proven success in developing housing strategies, regeneration programmes, asset management plans and service improvement initiatives.
- Strong commercial awareness and the ability to balance financial sustainability with customer outcomes.
- Excellent leadership and people management skills, with experience leading large teams through change and continuous improvement.
- Strong political awareness and the confidence to work effectively with elected Members, regulators, senior stakeholders and partner organisations.
- Outstanding communication and influencing skills, with the ability to present complex information clearly and effectively.
- A strategic, customer-focused and solutions-driven approach, underpinned by sound judgement and strong governance.
