For the past 20 years, York has had a consistent focus on growing well paid employment on the back of university driven sector growth. We have seen the Science City York initiative expand science jobs in the city, the focus on Media Arts bring business opportunities across sectors, and widespread growth in our knowledge-based industries. These have transformed York’s economy, adding 20,000 highly skilled jobs to the city.

 

 

York is already the most productive and well-paid city in Yorkshire, with an excellent education system, green transport routes and a firm commitment to becoming net-zero by 2030. And yet we are at, or below, average in terms of Government funding when compared to the whole of the UK. This shows the case for Levelling Up in York: we aim to be in the top 25% of UK economies and that means increasing productivity and pay while continuing to grow new skills in our workforce. Guildhall

We are already seeing results with recent successes including the redevelopment of the historic Guildhall a redevelopment for the 21st century creating modern business space with public access, conference and event space whilst retaining its civic use; the best of tradition and the modern.

Also the York Community Stadium and Leisure Centre is a unique public/privately funded complex that delivers not only a new 8,500 all-seater Stadium for York City FC and York City Knights RLFC stadium, but a new leisure complex and Community Hub. Developed as a ‘Healthy Stadia’ which uses the power of sport to tackle health inequalities by using the stadium as a tool to promote the health of visitors, fans, players, employees and the surrounding community. The Stadium becomes a place where people can go to have a positive, healthy experience, playing or watching sport.

You will deliver The York Central scheme; one of the UK’s largest and most exciting city centre regeneration schemes. Perfectly located next to the city’s railway station and the National Railway Museum, it is a project of world-class ambition which is set to transform 45 hectares of brownfield land into a brand-new quarter for the city. Its ambition includes building 2,500 new homes (20% affordable), an extensive commercial and retail space creating 6,500 new jobs, with £135m infrastructure investment, a world class Museum, a new contemporary hotel, two york_community_stadium_pitchesnew Civic squares and 17 acres of beautiful park land.  The York Central scheme will produce a vibrant and distinctive mix of residential neighbourhoods, cultural spaces, public realm, and a high-quality commercial core; creating a place like no other in the heart of one of the UK’s most historic and desirable cities.

About the Role

Now is an exciting time to play a leading role in York.

As our new Director of City Development you will lead on the strategic infrastructure development of the city, major projects, regeneration, strategic planning, local plan, and projects associated with the combined authority.  Providing leadership in relation to the Council’s key relationships with partners and developers

Your specific areas of responsibility include the following:

  • Economic development and regeneration
  • Major projects
  • Local Plan
  • Tourism
  • Inward investment
  • Combined Authority projects and liaison

Some of your key accountabilities are;

  • To closely support the chief operating officer in major strategic relationships, particularly in relation to the Combined Authority, York Central, Major Net Zero projects, strategic housing and other city development projects, including deputising for the COO on combined authority and other city development matters.
  • Act as lead officer in terms of strategy/delivery of projects and programmes in partnership with the Combined Authority, and lead on all aspects of key regeneration, housing, and investment opportunity associated with the combined authority.
  • Lead the Councils’ involvement in major strategic regeneration programmes, major projects, in particular York Central working with developers, and public bodies.
  • Oversee the development and implementation of the spatial framework that covers strategic planning, regeneration, investment, infrastructure, housing and transport. To maximise opportunities to achieve sustainable growth and supporting infrastructure for successful new and existing communities.
  • Oversee the Council’s strategic approach to promoting our tourist economy to flourish and grow, working closely with key partners.
  • Oversee the delivery of the Council’s wider Strategic Infrastructure programme – leveraging investment from private and public sources and ensuring the right infrastructure is in place to deliver the Council’s growth ambitions.
  • Lead on major city investment programmes that relate to net zero, including schemes funded through the combined authority.
  • Work with other Directors across the organisation, providing strategic input and leadership on a range of matters including housing strategy, major capital projects, and climate change.
  • Support the Chief Operating Officer on major ad hoc projects and strategic issues as required.
  • Responsible for developing regeneration sites and commercial investment opportunities including acquisition, disposal, construction and partnerships.
  • Represent the organisation at high levels with stakeholders across the Yorkshire Region and nationally, where applicable.
  • Develop and foster relationships with government and professional bodies to represent and promote the City’s interests and influence nationally and internationally.

York is a modern city and we adopt modern working practices, this enables us to visibly lead services in York and really know and understand our great city and our communities, whilst practicing effective hybrid working to maximise our efficiencies. In practice this typically results in working within the city 2 to 3 days per week. York is a well connected city only 2 hours from London and Edinburgh on the main train line.

To support the development and implementation of a delivery plan, an Economic Partnership Board will be created to influence and guide progress against the targets set.

Explore the tourism offer: Drawing on evidence from Group NAO research and recommendations from across the city to co-design a sustainable Tourism Strategy and action plan that builds resident and visitor pride in York’s unique attributes.
