As the Director of Housing and Communities, I am passionate about making sure that we provide the best quality of life for all our 204,000 plus residents, both now and in the future. There is a huge amount to be proud of in our beautiful and historic city, including the fact that the majority of our residents are generally healthy and are living well. However, this is not the case for everyone – and so our focus is on working alongside communities and partners, supporting those who need us most so that everyone in York enjoys the best possible health and wellbeing.
I am looking for a leader who shares these core values - who is just as ambitious for the people of York as they are for themselves; has a passion for driving improvements; can form collaborative partnerships with many different stakeholders; knows how to work efficiently within a defined budget; through prevention, early intervention and innovation manages demand and all the while can inspire and encourage their own team to flourish and prosper.
It is vital that we make the best of the resources we have and that we invest in the mental and physical health of our communities and ensure safe and affordable housing for all. You will be working alongside colleagues in across the Council, North Yorkshire Council, and York and North Yorkshire Combined Authority, Housing and Communities Directorate as well as our partner organisations in the housing and health sectors to make this happen, leading the way in making the most of our partnerships with community organisations and volunteering across York.
Our approach is very much based on working in partnership with organisations, groups and individuals in our neighbourhoods, something for which York has always been renowned, and supporting our communities to become as inclusive as they can be. We had already committed to developing 600 new homes across York in council owned sites, now we are committed to expanding social housing, and delivering more affordable new homes including 250 one bed homes with partners for our Housing First priorities. These targets will grow however in light of local ambitions alongside those of the York & North Yorkshire Mayor and the Government to address the housing crisis. This is more than just numbers however we’ve committed to innovative design principles to ensure that we create great places to live, that are energy efficient meeting our climate change and affordability core principles.
Like every other community and council, York faces challenges around housing provision. Fierce labour market competition and growing demand for services is as challenging in York as it is elsewhere in the country. However, we are well-placed to tackle the challenges ahead and to be able to build on what works well with a devolution deal to underpin growth and prosperity.

Now is an exciting time to play a leading role in York.
Reporting to the Director of Housing & Communities, as our new Assistant Director of Housing you will lead on the Housing portfolio, ensuring that all residents of our beautiful city have access to safe, affordable housing and will play a key part in developing and delivering housing services for the public and vulnerable people. You will work closely with the combined authority and other local partners. You will be responsible for managing and spearheading the Housing provision and ensuring strict standards are maintained at all times, ensuring we meet housing regulations now and as they develop into the future. It is an exciting time to join City of York Council as we strive towards ‘one public estate’. We are imminently getting a local plan approved which will release housing properties across the city. You will be a key stakeholder for this initiative.
You will direct and manage the council’s housing strategies and services in order to:
- discharge our statutory housing functions including in relation to homelessness, allocations, private sector housing, housing adaptations, home energy efficiency in addition to the statutory requirements in relation to delivery of landlord services to council homes, and;
- deliver our housing development programme.
Your specific areas of responsibility include the following:
- Housing Registration & Options
- Resettlement Services
- Temporary Accommodation
- Building Services Responsive Repairs
- Private Sector Enforcement
- Housing Standards & Adaptations
- Housing Delivery
- Housing Strategy & Performance
- Resettlement for refugees and migrants
Some of your key accountabilities are;
- Lead the formulation of strategy for all housing provision within the city including services provided by the council, other landlords and private sector provision to create sustainable housing options for the whole population.
- Monitor, identify and respond to external and political environments to ensure strategic plans in relation to Housing meet the council’s objectives/council plan, the administration’s political ambitions alongside regional devolved and national government /statutory requirements.
- Ensure the council’s overall strategic ambitions in these areas fit with and are incorporated into the council’s overall objectives and main direction of travel.
- Lead the development of, plan and put in place shared programmes with key partners to:
- provide and extend the range of housing provision within the city to meet future and existing needs;
- promote and enforce high quality housing standards across all sectors in the city reflecting the council’s ambition to ensure that York is a great place to live;
- reduce the incidents of homelessness.
- Oversee the management and maintenance of the council’s housing stock so that the housing stock is well maintained, creates sustainable tenancies, and provides a safe home and neighbourhood.
- Set performance targets and manage development of monitoring and recording systems to measure and review the effectiveness of delivery of key objectives to meet housing strategy and standards set by the Housing Regulator, reflecting local, regional and national aspirations.
- Direct, lead and manage the performance of people, finance, assets across the Housing functions including effective management of the Housing Revenue Account and Business Plan.
- Brief Chief Operating Officer, Director, Executive and elected members on performance against strategic and delivery plans and act as Principal Advisor for the discharge of the council’s statutory housing functions.
- Work closely with national government agencies, (including the Ministry of Housing, Communities and Local Government, Homes England, Housing Ombudsman and Housing Regulator), the Director of City Development and professional bodies to capitalise on funding opportunities, keep abreast of the latest thinking and raise the profile of York.
- Work with the statutory Childrens and Adults Corporate Directors to develop housing strategies for vulnerable people including pathways to reduce homelessness and rough sleeping.
- As part of the Council’s leadership group and departmental management team contribute to the effective direction, planning, performance of the service, directorate and Council.
York is a modern city, and we adopt modern working practices, this enables us to visibly lead services in York and really know and understand our great city and our communities, whilst practicing effective hybrid working to maximise our efficiencies. In practice this typically results in working within the city 2 to 3 days per week. York is a well-connected city only 2 hours from London and Edinburgh on the main train line. In the Housing & Communities Directorate we work across 2 sites so the expectation is that some office time will be split between our city centre headquarters in West Offices opposite the railway station and the Depot at Hazel Court on the edge of the City Centre (within walking/cycling distance).

Our key Homelessness and Rough Sleeping objectives are;
- to build on existing successful delivery and partnership to make homelessness rare, brief and non-recurring;
- Supported by an action plan focussed on key priorities and investment opportunities, including Housing First led system transformation, more affordable homes for client groups with and without children, and high quality homelessness prevention services.
- Our strategy provides a basis for partnership work and strategic partnership development;
- Progress during 2018-23 informs the identification of needs to build on;
- Implement enhanced performance monitoring, data and governance frameworks.
- Building independence is a core principle of support provision, with services designed to develop people’s skills and capacities and to avoid creating dependence.
- Delivery and outcome monitoring of a distinct offer dependent on local connection status, with specialist pathways developed for individuals with a local connection to the City of York. Alternative resolution options such as supported reconnection with another locality are provided for individuals without local connection status. It may be noted that local connection has a broad definition and encompasses for example, people fleeing domestic abuse who would not be a safe in another area.
Our new 10-year Economic Strategy sets out to improve living standards and livelihoods for all of York’s residents and businesses. We aim to do this through increasing productivity, raising earnings, and maintaining our skills advantage.
