NY Highways newly formed in June 2021 is a highways maintenance company with a difference, providing a wide range of highway services to North Yorkshire County Council with an ambitious long term growth plan to deliver to other public sector bodies as well as private sector clients.

This is an exciting prospect for an astute leader with a track record in the successful delivery of Highways Services contracts to make their mark, with the autonomy of being a business leader.

As Managing Director you will deliver our next phase; to move beyond mobilisation of this newly formed organisation based on firm foundations of high levels of service delivery leading your talented team to create shareholder value by delivering services in the ‘the North Yorkshire Way’ by ensuring right first time delivery that puts the customer at the heart of what we do in an effective and efficient way.  Longer term there will be the need to become established in new markets, develop new services and achieve business growth.

Our first year of operation has been a great success, strong operational results, sound financial position and with ten major innovation programmes delivered we are not standing still!

North Yorkshire is England's largest county and a beautiful, vibrant place to live and work.

In North Yorkshire alone we maintain the critical infrastructure for over 600,000 residents, 32,000 businesses and 1.4m visitors, whilst providing the backdrop for world class cycling events. You will be working at scale, from day one. The scale and vast difference in highways infrastructure serving large Towns, smaller market towns, quaint villages and extreme rural areas brings a level of complexity and interest to the delivery of highways service solutions.

Historically operational highways services had been delivered through our highway maintenance contract worth in the region of £50m a year. These arrangements did work well; delivering significant improvements to the condition of North Yorkshires’ highways network’; building on this firm foundation it was time for a different approach. Year 1 focussed on the seamless mobilisation of NY Highways in a way in which North Yorkshire residents did not see any difference, Year 2 onwards will build on your talented teams strengths to transform and grow this business. We are in a strong position to move forward to achieve further improvements, this is not a recovery operation.

Our position is unique; setting up a Teckal company moving from a private sector contract has not been achieved elsewhere. This enables a private sector approach built on a shared, collaborative public sector ethos, and partnership between us and our client that brings a trust and value to everything we do.

NY Highways is a ‘Teckal’ company, owned by the council and is part of the wider commercial group of companies: The Brierley Group. The Teckal arrangement places NY Highways in a unique position to deliver high quality local services whilst seeking out commercial opportunities to provide shareholder services and value. This makes this role a career enhancing opportunity alongside stability in an otherwise volatile market.

The Board of Directors are looking to appoint an astute Managing Director with a strong track record of delivering complex highways service contracts at scale to mobilise and lead NY Highways.

Being Teckal compliant allows our shareholders, to award contracts directly without procurement. The main benefit of this arrangement is a long term, ethical and stable business, with unrivalled potential for commercial growth. 

North Yorkshire County Council is somewhat different to what some might view as a typical public sector organisation, they are award winning, commercially focussed and have multiple successful commercial trading businesses in their own right! In other words your commercial acumen and success will thrive in this context not be restricted by public sector policy.

It is an exciting time for the Council too, the eight district, borough and county councils are merging to create a new North Yorkshire Council in April 2023. This provides a platform to agree a devolution deal for York and North Yorkshire could potentially unlock around £2.4bn of investment over 30 years, with a focus on improving the economic prosperity and future long-term opportunities for all residents. This presents a great opportunity for NYHighways too.

To be successful you will have extensive experience of the delivery of highways maintenance and construction service contracts. Your track record and expertise will give you instant credibility with your team, clients and key stakeholders at every level.
