We now have a period of time where a falling demographic will have an impact. Our PAN has stepped down from 60, through 45 to 30 for 2027. A gradual adaptation to ‘smaller’ school principles will be necessary and governors are fully engaged in supporting and guiding school leadership in managing this likely transition. This presents both challenges and opportunities. We are seeking a Headteacher who can lead this transition with vision, creativity and strategic clarity.
At the same time, the school continues to be the recipient of significant capital investment from the City of York. Successive years of classroom and building refurbishment are at present expressed in a complete kitchen refurbishment which will, by 2026, give us a state of the art kitchen facility.

About You:
You are a strategic and compassionate leader, ready to guide Clifton Green Primary School through a period of significant change. With strong managerial skills, you’ll oversee the school’s transition to a smaller intake, following the reduction of the PAN from 60 to 45 in September 2025, with the possibility of further reduction. You’ll bring experience in leading teams through periods of change, with a thoughtful and strategic approach to organisational development. Information About Our School
A cherished part of the local community since 1970, previously known as Kingsway Junior School, Clifton Green Primary School is located about 1 mile from the historic city centre of York. History and culture are on our doorstep. The city centre is only a short walk away and is an integral part of children’s heritage and education at Clifton Green.
Clifton Green Primary School currently serves around 370 children and has a team of circa 45 staff. The vast majority of pupils live in the area immediately surrounding school. We have an, on-site Nursery for 3 and 4 year old children and 1.5 or 2 classes in each year group from Reception to Year 6. We also offer wrap around care from 7:30am – 5:45pm in the form of in-house breakfast and after school clubs.
We are lucky to have a large site which provides both indoor and outdoor learning environments including a huge school field, adventure play area, ‘Bark Park’ and Clifton Wood which we utilise for outdoor lessons and forest school. We are currently in the process of creating a new exciting Science Garden to bring learning to life and developing our Playground Space following pupil consultation.
We strive to support our community and set strong foundations for our pupils. Our school lies within one of the 20% most deprived neighbourhoods in the country when considering the 2019 Indices of Deprivation: Income Deprivation Affecting Children Index (IDACI), Index of Multiple Deprivation (IMD), Income Deprivation, Employment Deprivation and Health Deprivation and Disability. The area is also one of the 10% most deprived neighbourhoods in the country when considering: Education, Skills and Training. Meanwhile, the City of York is ranked amongst the least well funded of the 150 local authorities in England.

We offer more than just schooling for our pupils, we offer an enriching experience to give our pupils inspiration and a voice. Our ‘Experience It!’ curriculum provides a detailed offer for children mapped across their time at school and includes a range of residential trips.
Our Pupils
There are 373 pupils from a mixed catchment area around Clifton. Our pupils have a broad range of abilities at the school with some who are very able and who take part in lots of extracurricular activities right through to children with special educational needs. Currently we have 89 SEND pupils including 19 of those who have EHCPs. Some of these pupils receive support in our Willow provision, our Communication and Interaction Classroom.
Ofsted noted how our teachers are ambitious and inclusive for all pupils, including those with special educational needs and/or disabilities (SEND). Our pupils rise to the challenge. They are motivated and keen to do well. Strong support and well-planned extra help in the classroom mean that pupils succeed.
Our pupils are enthusiastic about our broader curriculum and have a love of reading, both as part of curriculum and independent reading. We give pupils access to a range of books to entice readers of all ages to develop a love of reading.
We have a broad range of behaviours and sometimes these can be challenging but we have a robust behaviour policy in place and overall pupil behaviour is positive. Ofsted recognised in 2022 that, “Pupils are polite and respectful. They work hard in their lessons. At breaktime and lunchtime, pupils take part in a wide range of activities. They wait patiently for their turn if equipment is already being used by others.”
Our Staffing Team
We operate on a 2 form entry model but for this year’s Nursery/Reception and Year One/Two which are impacted by the changed demographic and have mixed age teaching. Leadership in curriculum and visits is provided by UPR teachers and for SEND, we have just established co-SENCOs on TLRs alongside our English and Maths leads. SLT now comprises the Headteacher, Deputy Headteacher and School Business Manager supported by HLTA Pastoral Lead and Site Manager. TAs are now deployed only in relation to SEND pupils whilst PPA is delivered by HLTA colleagues or by the Sing Education Music Curriculum.
In-house catering is currently under review, with tenders invited from teams already operational in York. Cleaning has been contracted out for a year and Wraparound Care is also under review for contracted service. Governors are clerked by CYC Governance Service and HR is bought in from NYES.

The Headteacher takes Statutory responsibilities and is also DSL, with our Pastoral Lead as DDSL. The Deputy Head takes a Teaching and Learning lead whilst the SBM leads on budget and finance and line manages out of class support staff
We have a relatively high number of part time staff following flexible working requests after maternity leave which has retained experience and quality in the teaching team. 2 Maternity leaves are running at present. RE provision is completed by an HLTA colleague via PPA time and we also provide Music via SING, a partnership with the Richard Shepherd Foundation being the source of staffing for this provision. MfL is provided through online learning.
Staff relationships
We regard ourselves as a strong team, able to work across pay grades for the better interests of our children and community. Weekly staff briefings, online, are a ‘Covid Keeper’ which have facilitated close communication links and mutual support. Staff are celebrated by peer nomination for upholding our Values of Striving for Excellence, Creating Opportunity and Nurturing One Another.
There have been successive years of restructure which has reduced the number of TAs, for example, such that we have no general TAs other than the statutory TA3 in Nursery. Teaching staff have been supported in flexible working requests on return from maternity leave. Applications for leave of absence are handled according to policy, including the Chair, so leeway is limited but applied wherever possible to support mutual working.
School visits, including residential experiences, are a regular feature (as part of the ‘Experience It!’ Curriculum). They are maintained and supported across the staff team with attendance by volunteers and governors when possible.
We have rigorous Performance Management for Teachers in place to which all staff contribute meaningful and reflective activity and action around their professional practice and development.
Our Governing Body
Governors are well known in school through link visits and monitoring. Our role is to triangulate what we are told in meetings and reports with what can be seen on the ground. The next Headteacher of the school will be supported by the Governors as they take the school into its next chapter.
Our happy, safe and inclusive school provides rich learning opportunities and growth for all whilst being at the heart of the local community. At Clifton Green Primary School, we have three school values which underpin all that we do: ‘Striving for Excellence, Creating Opportunities, Nurturing One Another’. We promote these values across all aspects of school life and children, staff and governors turn to them for guidance when making choices and taking action. Our school values foster attitudes which will support children both now, in school, and as they move into adulthood and further learning or employment. Our school motto, ‘Better Never Stops’, promotes positive learning characteristics in our children and encourages them to be the best they can be; showing resilience, independence and creativity throughout the curriculum. The motto is part of the legacy of the 2012 London Olympic Games and in 2018 we created a school song to reflect the importance of its message.

Our school is at the heart of our vibrant, diverse, local community. We regularly welcome families and wider community members into school for a range of events and activities and we work together to provide interesting and exciting opportunities and support one another.
The local community is expanding with recent and ongoing housing developments such as 93 new Persimmon Homes on Bootham Crescent and 34 homes on Duncombe Square on Burton Stone Lane. Local amenities include convenience stores, NHS medical surgeries, local green spaces such as Homestead Park and access to walks by the River Ouse.

Our Business Manager and Governors work closely together to support decisions regarding budget and spending, with support from the Local Authority. There is a Maintained Heads group and subject network groups across the City. There are regular reviews from the School Partnership Officer and Governors attend, where possible, meetings run by LA.

Our next Headteacher will be able to make the most of professional networks that the school is associated with. We are represented at LA Level through York’s Schools and Academies board (YSAB), along with all schools in York and an advice network is readily available through the regular meetings of the Maintained Heads Network. Budget position
The school has faced a high turnover of SBM in recent years which has complicated changes in funding streams, provision expectations and national challenges around finance. Mid-year variances have worked against balanced budgeting and we had to undertake a major staff restructure last year reduce the number of TAs deployed in school.
Over the last 3 years, teaching SLT has been gradually reduced to the current position of Headteacher, Deputy Headteacher and School Business Manager. Last year all teaching posts were reviewed in line with falling roll and a slight teaching deficit is being covered by supply. High UPR levels and projected continual fall in PAN have added strain to the budgeting process and following 2 years of setting deficit budget, Governors and SLT are working closely with the LA at City of York to ensure significant inroads are made into the cumulative deficit figures.
The next Headteacher will join Clifton Green at a pivotal time, as the school works to address a significant budget deficit. We are seeking a Headteacher with strong strategic and financial leadership skills. Someone who can make informed decisions, prioritise resources effectively, and work collaboratively with governors and the local authority to secure long-term financial sustainability.
Experience in budget management, resource planning, and identifying efficiencies will be essential, alongside the ability to maintain high standards of teaching and learning. The new Headteacher will need to balance ambition with pragmatism, ensuring that every decision supports the best outcomes for children, staff, and the wider school community.
The next Headteacher at Clifton Green will be stepping into a role that requires both strategic vision and practical leadership. A key priority will be continuing the effective work already underway to reduce the school’s current budget deficit. The successful candidate will need to demonstrate previous experience of managing financial challenges, including evidence of innovative and sustainable solutions within tight fiscal constraints. They must be able to develop and implement strategies that reduce the deficit while safeguarding the quality of teaching and learning.
In addition, with the school’s current Ofsted rating of Good and a re-evaluation due in 2026, the Headteacher will be expected to lead a comprehensive review of current practice. This will involve working closely with the Senior Leadership Team, teaching staff, and Governors to identify areas for improvement, address any emerging weaknesses, and ensure the school is well-positioned to maintain or exceed its current rating.
This role demands a leader who is financially astute, educationally driven, and deeply collaborative. Someone who can balance ambition with realism and inspire confidence across the school community.
York
Clifton Green is located close to the beautiful and historic city centre of York. York is England’s most visited city outside London. With its many tourist attractions: impressive architecture, museums, riverside walks, cafes and restaurants, York is an ideal place to live and work. The city has the good fortune to be situated approximately two hours by train from London and Edinburgh with frequent direct train services. Once the capital city of England, York is a much-loved destination, offering a mix of a modern, cosmopolitan city in an ancient setting.
The history of York is said to be the history of England. It is an ancient city with Roman walls and Viking remains, and the largest Gothic cathedral in Northern Europe towers over the Medieval streets. Museums illustrate this history. A major tourist destination, York hosts events and festivals all year round, showcasing different types of music, theatre, culture, food and drink.

North Yorkshire
North Yorkshire is England's largest county and one of the most rural. The area comprises the Yorkshire Dales and North York Moors, three Areas of Outstanding Natural Beauty and a stunning coastline around Scarborough and Whitby. There are ruined castles and abbeys, serene gardens, unique breweries, thrilling rides and industrial heritage. The area hosted the phenomenal Tour de France ‘Grand Depart’ in 2014 and has since created the Tour de Yorkshire, an annual event with global recognition. Our success in supporting these events led to Harrogate hosting the UCI Cycling World Championships in 2019.
North Yorkshire has plenty to offer the outdoor enthusiast. From the hard gritstone of Almscliff and Brimham rocks to the limestone of Malham, Gordale and Kilnsey climbing venues are in abundance. The Yorkshire Dales is the premier area for caving and for mountain biking; there are the bridleways of the Dales and North York Moors as well as the renowned trail centre at Dalby Forest. There are a small number of sailing clubs on reservoirs around the county and fantastic surfsport venues and sea kayaking on the east coast.
While the county is rightly known for its wide open spaces, it also incorporates attractive market towns including Pickering and Helmsley, traditional seaside towns, the Spa town of Harrogate and the ancient city of York - the most visited city outside of London. There are a wide range of shopping, leisure and cultural facilities as well as excellent schools, universities, road and rail links, there really is everything to offer you and your family as a place to work, live and enjoy!
Travelling further afield we have convenient connectivity, with close proximity to metropolitan cities of Leeds and Newcastle, with little over two hours commute on the main train line to London. We border the Lake District, Lancashire, County Durham, and Yorkshire & Humber regions with all they have to offer.
