Assistant Director of Culture, Growth and Infrastructure
Salary: £86,537 – £95,898 plus benefits and relocation support
Location: West Offices York (minimum 3 days per week) / Hybrid working
Contract: Full-time / Permanent

As Assistant Director of Culture, Growth and Infrastructure, you will lead the City Development workforce and play a pivotal role in shaping the city's future through strategic leadership of planning, economic growth, regeneration, culture, infrastructure and investment.

Your responsibilities will include:

  • Economic development and regeneration
  • Support and promote investment in York’s culture and heritage sectors

  • Local Plan
  • Tourism
  • Inward investment
  • Combined Authority projects and liaison

You will lead the council's strategic development, regeneration, strategic planning, economic growth, culture, strategic skills and capital investment functions to:

  • Shape and deliver the city's long-term spatial, economic, skills and infrastructure ambitions, ensuring sustainable, inclusive and climate-ready growth that supports sustainable development and helps reduce costs for residents.
  • Oversee the delivery of major capital programmes across housing, transport, highways, schools, public buildings and regeneration areas.
  • Provide strategic leadership for planning, economic development, inward investment, regeneration, infrastructure and the city's skills agenda.
  • Ensure the council's statutory planning responsibilities are discharged effectively and in line with national legislation, local policy and the Council Plan.
  • Lead the city's engagement with the Combined Authority, government departments, businesses, developers, investors, education and training providers, cultural partners and other key stakeholders.
  • Play a key leadership role in supporting and promoting York's internationally recognised culture and heritage.

You will work closely with the Council's Corporate Management Team, Executive Administration and other Members and regularly advise on strategic policy and service delivery. This provides valuable exposure to decision-making at the highest levels.

Working with cultural and heritage partners, funders, investors and key organisations to secure investment, develop strategic partnerships and unlock opportunities that strengthen York’s cultural and heritage offer and enhance the city’s national and international reputation.

Beyond York, you will represent the city at regional and national level, working with York and North Yorkshire Combined Authority, City and Regional partners, government departments, professional networks, businesses and sector leaders. You will have the opportunity to influence policy, contribute to regional growth and investment priorities, support sector-led improvement, and help shape the future of public services and place leadership.
